A UK workforce intelligence architecture company for healthcare. We detect structural staffing failure early and redesign the structures that produce it. The standard Structural Review is a published-data-only first engagement and requires no client-held employee data.
What we are building, and how we behave while building it
Vision
A healthcare system in which no workforce collapses unseen: structural staffing failure is caught early and designed out, not paid for later in agency spend, burnout, and harm.
Mission
We get there in two moves. Detection: reading the structural signals already sitting in the workforce data healthcare organisations publish and hold. Transformation, where the evidence supports it: redesigning rotas, demand planning, onboarding and management structures linked to the observed pressure. A Structural Review can also conclude Stop or Investigate; redesign is not automatic.
Values
One of our four pre-specified measures failed its own gates. It is named on the Evidence page, marked failed, alongside the three that passed. Honesty is our method, not our marketing.
Our diagnostics are described as diagnostics. Where testing showed a measure does not forecast, we say so on the same page as the result.
A board paper and a ward conversation should carry the same meaning. If a finding cannot be explained simply, it is not ready to ship.
Workforce failure is designed into structures; it is not a catalogue of individual weakness. So the fix is redesign, not exhortation.

What this company is built on
The Labour Prefect's findings come from seventy-nine pre-specified tests against published NHS data covering up to 244 NHS organisations. Twelve passed. Fifty failed. Every result is on the record, including one of our four original measures and a finding we retracted the same day we found it, and the full register is available under NDA. That record is the qualification. Everything else is context.
Who built it
Prince Opara incorporated The Labour Prefect Ltd on 5 May 2026. He holds an MSc in Leadership and Human Resource Management (University of Law, London) and CIPD Level 5. He works frontline clinical shifts as a healthcare assistant.
That is deliberate rather than incidental. Most workforce analysis is built by people who have never worked a rota that failed. When a model produces a result that does not match what happens on a ward at 3am, that is treated as a problem with the model. Several of the constructs in this evidence base started as something observed on a shift and were only later tested against national data. Some did not survive that test and were dropped.
What this company is not
It is not a large consultancy and does not pretend to be. There is one analyst, a documented method and a public record of what failed, all of it on the Evidence page. For a Structural Review that is the whole of what you are buying, and you can check every figure in it against its source. The method is written down rather than held in someone's head, and every finding is reproducible from public data, which is what limits the exposure of working with a founder-led practice.

Why TLP exists
The NHS employs around 1.4 million full-time-equivalent staff (NHS England, March 2024) and spent £2.07 billion on agency staff in 2024/25 covering gaps permanent employment should fill, down from £3.46 billion in 2022/23 (NHS England, Financial performance update). The crisis is described in every strategy document. Recognition is not the problem. The analysis is.
The dominant responses often address symptoms: wellbeing programmes, retention bonuses and recruitment campaigns. The Labour Prefect exists to identify which structural explanation is supported, which needs investigation and which should be stopped before any redesign is considered.
